WEST CHATSWORTH, Los Angeles County — LA County Planning’s proposed San Fernando Valley Area Plan is undergoing a program-level environmental review under the California Environmental Quality Act.
On April 6, 2026, the county issued a notice that it would prepare a Draft Program Environmental Impact Report (PEIR). The study area includes the unincorporated West Chatsworth community, as well as Oat Mountain, Westhills, Kagel and Lopez Canyons, and Sylmar Island.
What will the environmental study examine?
The official notice identifies topics including energy, recreation, geology and soils, together with other environmental effects of the proposed long-term planning policies. A program environmental report may examine alternatives and mitigation at an area-wide level; it is not a permit approving individual building projects.
The county’s original public scoping opportunity began in the spring and should not be assumed still open in November. Interested property owners can review the latest plan documents and environmental notices and ask staff about future formal comment periods.
Nothing in the April notice by itself establishes that the plan has been adopted or that any zoning change is effective. Check the latest county Board of Supervisors and Regional Planning Commission records for the status of subsequent actions.
